Environmental/Safety Coordinator

Operations & Maintenance Construction Services (O&M)

Pay Range: $27.62 - $33.04/hr

An additional 5.42 phr up to 40 hrs per week for H&W per WD 15-4427 Rev 32

Position Summary

The Environmental/Safety Coordinator is responsible for managing and administering the company’s environmental, health, and safety (EHS) program, with particular emphasis on hazardous waste management and regulatory compliance. This position ensures that employees, subcontractors, and operations comply with applicable federal, state, local, and contract-specific environmental and safety requirements.

The Environmental/Safety Coordinator will develop, implement, maintain, and monitor the company’s Safety Program and ensure that required safety documentation, training, inspections, and reporting are completed in accordance with applicable regulations and contract requirements.

Essential Duties and Responsibilities

Hazardous Waste Management

  • Identify, classify, handle, label, mark, store, and package hazardous waste in accordance with applicable federal, state, local, and contractual requirements.

  • Ensure hazardous waste is properly characterized and managed from generation through storage, transportation, and disposal.

  • Select appropriate containers and packaging for hazardous waste based on waste characteristics and applicable regulatory requirements.

  • Maintain accurate hazardous waste records, manifests, inspections, training documentation, and other required environmental records.

  • Ensure employees involved in hazardous waste activities receive required training.

  • Complete hazardous waste management training required under 40 CFR 265.16 no later than one year after employment with the contractor and maintain required annual refresher training thereafter.

  • Monitor hazardous waste management activities for compliance and promptly identify and correct deficiencies.

Safety Program Management

  • Develop, implement, administer, and maintain the company’s comprehensive Safety Program.

  • Provide a written Safety Program to the Contracting Officer for review and approval within fourteen (14) days following contract award/signature.

  • Ensure the Safety Program addresses, at a minimum:

    • Safety organization and responsibilities

    • Safety program methodology and implementation

    • Medical surveillance and employee medical clearance

    • Employee injury prevention, reporting, and management

    • Motor vehicle safety

    • Lead safety

    • Hazardous noise and hearing conservation

    • Heat stress prevention and monitoring

    • Hazardous materials management

    • Applicable requirements and provisions of 29 CFR 1910

  • Conduct periodic reviews of the Safety Program and update it as necessary to reflect regulatory, operational, or contractual changes.

  • Communicate safety requirements and procedures to employees and management.

  • Conduct or coordinate safety inspections, audits, training, and corrective actions.

  • Investigate employee injuries, incidents, near misses, and safety violations and maintain appropriate documentation.

  • Track corrective actions and verify that identified hazards are properly addressed.

Subcontractor Safety

  • Ensure applicable Safety Program requirements are incorporated into all subcontracts.

  • Review subcontractor safety programs and documentation for compliance with contract and regulatory requirements.

  • Monitor subcontractor activities for compliance with applicable safety and environmental requirements.

  • Coordinate with subcontractors to address safety deficiencies, incidents, and corrective actions.

Training and Compliance

  • Identify required environmental, health, and safety training for employees based on their job duties and regulatory requirements.

  • Maintain training records and ensure required initial and refresher training is completed.

  • Coordinate employee medical surveillance and clearance requirements when applicable.

  • Stay current on applicable OSHA, EPA, hazardous waste, and contract-specific requirements.

  • Advise management and employees regarding environmental and safety compliance requirements.

Minimum Qualifications

  • Minimum of two (2) years of experience identifying, classifying, handling, labeling, marking, storing, and selecting packaging for hazardous waste.

  • Working knowledge of hazardous waste management requirements and applicable environmental regulations.

  • Working knowledge of OSHA requirements, including 29 CFR 1910.

  • Ability to develop, implement, and administer a comprehensive workplace Safety Program.

  • Ability to interpret and apply federal, state, local, and contractual environmental and safety requirements.

  • Strong written and verbal communication skills.

  • Strong organizational skills and attention to detail.

  • Ability to maintain accurate regulatory, training, inspection, and incident records.

  • Ability to work effectively with employees, management, subcontractors, and government/contracting personnel.

Required Regulatory Training

The Environmental/Safety Coordinator shall complete hazardous waste management training as required by 40 CFR 265.16 no later than one year after employment with the contractor and shall maintain required annual training thereafter.

Key Performance Responsibilities

The successful candidate will be responsible for ensuring that:

  • Hazardous waste is properly identified, classified, handled, labeled, marked, stored, and packaged.

  • Required hazardous waste training is completed and maintained.

  • The written Safety Program is submitted within the contractually required 14-day period.

  • Safety program requirements are implemented throughout project operations.

  • Required safety and environmental records are maintained.

  • Employee injuries and safety incidents are appropriately documented and addressed.

  • Applicable OSHA and environmental requirements are incorporated into day-to-day operations.

  • Safety requirements are included in and communicated through all applicable subcontracts.

  • Deficiencies are identified, documented, corrected, and tracked to closure.

Work Environment

This position may require work in office, industrial, construction, maintenance, and hazardous-material environments. The Environmental/Safety Coordinator may be required to conduct field inspections and observe work activities where exposure to hazardous materials, noise, heat, lead, vehicles, and other occupational hazards may occur. Appropriate personal protective equipment (PPE) and safety procedures shall be used as required.

Reporting

The Environmental/Safety Coordinator will report to the designated company/project management representative and will coordinate as necessary with the Contracting Officer, government representatives, employees, supervisors, and subcontractors regarding environmental, health, and safety matters.
